Hello brothers, I have been using Theocbase as a standalone installation (no dropbox sync) but would now like to hand this over to another brother in our congregation.
Is there a way for me to export the full database with (publisher details / permissions etc) and for the other brother to import this into his theocbase standalone install?

Just send the database over. Which is also a good idea if you would be syncing and this fails for some reason.
So find the database (called theocbase.sqlite). This can be done from Settings - Open database location.
Have the new brother install TB and locate his database too, which is blank at this point.
Send your theocbase.sqlite over and let him replace his blank one.

For accessing the database my personal preference is http://sqlitebrowser.org/
For editing templates I now use https://code.visualstudio.com/
